The Infrastructure and Place division is in the process of delivering a once-in-a generation multi-billion dollar program of public infrastructure works which will ease congestion, improve safety, create new places and connect communities for generations to come. The Technical Services Branch provides specialised engineering services for the multi-modal delivery, operations and management of our Transport network, and is the centre of technical expertise driving innovation and best practice.

The opportunity

Due to the unprecedented scale of investment in the Transport for NSW Future Transport strategy we have a permanent opportunity for a Senior Manager Third Party & Utility Interface to be part the Digital Engineering Technical Service’s team.

The role is responsible for optimising performance outcomes for multi-modal projects in development and delivery by developing and maintaining cooperative interface relationships between projects teams and third parties including but not limited to Utility asset owners/operators, and Local, State and Commonwealth government organisations. The role is responsible for development, management and regulation of agreements and memorandums of understandings (MOUs) between TfNSW and third parties aimed at addressing potential conflicts prior to delivery of projects through active cooperation and issues resolutions.

What You Will Be Involved In

  • Lead the interface between TfNSW and third parties through development, assessment, negotiation, approval and execution of MOUs, contributing towards optimal multimodal project development and delivery.
  • Continuously identify and implement strategic improvements in third party interface relationships across TfNSW through regular engagement with project teams and third parties to facilitate knowledge sharing.
  • Provide timely, expert and strategic advice and reporting to senior management on interface activities, including risks and issues, and actions implemented to resolve them.
  • Influence the implementation of digital engineering principles across the industry for the benefit of TfNSW projects and asset management in collaboration with third parties (most notably Utility asset owners) and internal stakeholders.
  • Represent Transport for NSW on national and state committees for road authority co-ordination and management of utilities within road corridors.
  • Demonstrate the Transport Connected Leadership dimensions by role modelling collegiate and collaborative behaviours to achieve the greater good for the community, celebrate our diverse workforce, create an environment where people can create and thrive, and support our people’s wellbeing.

About You

We are looking for a Senior Manager Third Party & Utility Interface that can take TfNSW into the new era of engineering.

You will be a self-starter, an autonomous operator, who proactively takes the initiative to establish effective relationships and solve problems. You will possess strong communication skills and attention to detail, and be able to manage multiple cross-functional priorities with conflicting deadlines. Proficient multitasking, organisational, teamwork and planning skills are key.

You will have excellent Stakeholder engagement capabilities as this will be a key piece in the success to this role.

Key Knowledge And Experience

Any experience or knowledge in the following areas will be desirable:
  • Extensive experience in the development and delivery of large scale transport infrastructure projects.
  • Demonstrated experience in successfully leading the development and implementation of the third party interface agreements for major infrastructure projects.
  • Comprehensive understanding of the processes of transport design and construction and the impacts of utilities on those processes, and a comprehensive understanding of the impacts of utilities on transport assets.


  • Tertiary qualifications in engineering, project management, construction or utilities with extensive demonstrated experience in infrastructure industry projects.

Salary And Benefits

Transport Senior Service Remuneration Package starting from $172,819.
