Resourceful Recruitment is proud to partner with one of Australia’s most respected electricity transmission operators in their search to identify an experienced Program Manager – Property & Planning.

  • Two year fixed term contract (with likely extension/ongoing work)

The Opportunity

Join a respected electricity transmission operator that is responsible for a high voltage electricity transmission network. They are the central link in the electricity supply chain, transporting high voltage electricity from the generators to the electricity distribution networks. With the recent acknowledgment of the project approval for this multi-billion dollar greenfields development, it has led to the requirement for an experienced Program Manager – Property & Planning.

As the Program Manager – Property & Planning you will have a focus on building positive, long-term relationships with communities, Traditional Owners, environmental groups and government bodies. Reporting to the Program Delivery Manager, you will work closely with the project’s functional leads to develop and implement the strategy to achieve the EIS approval and property acquisitions for the new major transmission line. To be truly effective in this high profile position, you must demonstrate superior influencing skills, a mastery level negotiation skills and a proven knowledge of the varying protocols across state Government legislation relating to property acquisition and EIS approvals.

The Project

They have embarked on a mega $2B+ greenfields project which includes 650km of HV transmission lines, various new major substations and associated infrastructure that extends across New South Wales. The complexity of this project is unprecedented, yet once completed will unlock the full capacity of the expanded Snowy Hydro Scheme and enable greater sharing of energy between the eastern states.

Your Key Accountabilities:
  • Provide advanced levels of competence and strategic leadership in the delivery of major infrastructure projects;
  • Provide clear strategies, plans and coordination of Environment and Land Access requirements to the Project team;
  • Provide strategic leadership and coordination between key stakeholders, to develop the route selection criteria, state and commonwealth environment approvals and property acquisition strategies;
  • Liaise with Environment, Land and Access business unit teams to develop and drive the program and ensure compliance to existing policies, procedures and identify ways to ensure strategic approvals are met to the approved program timeline;
  • Leverage your significant industry experience in contract management to improve contract management practices.
Required Skills & Experience:
  • Tertiary qualifications at degree level in land economics/law, environmental planning/management/science;
  • Qualifications in project management (advanced diploma desirable);
  • Minimum 5 years professional experience as a Program Manager or proven equivalent experience (related to major infrastructure projects);
  • Proven experience managing and delivering land access and/or environmental approvals for significant state-level linear projects (eg transmission, distribution, water pipes, gas lines, roads, rail);
  • Strong understanding and experience with the NSW and Commonwealth legislation, regulatory frameworks, and procedures governing property access and planning approvals, including compulsory acquisitions;
  • Significant experience effectively managing internal and external stakeholders;
  • Proven ability to manage a team of technical specialists and professional staff;
  • Highly skilled in negotiating project scope, cost, schedule and risk with contractors
