The role:

The Electrical Commissioning Manager is accountable for ensuring electrical access to the Network and works associated with High Voltage (HV) commissioning’s are delivered effectively, safely and efficiently by the team to ensure delivery of all required works for Metro Projects. The Commissioning Manager will build individual and team capability, drive high performance and ensure compliance for all internal processes and regulatory obligations.

Main duties:

  • Manage Lead and develop the HV discipline teams, HV Access Advisors, and Overhead Safety Observers to ensure capability levels are satisfying individual development needs, project requirements and regulatory obligations.
  • Implement processes to drive high performance and monitor performance against agreed standards.
  • Support Projects HV commissioning work staging, coordination, forecasting and scheduling to meet project demands.
  • Provide HV Electrical subject matter expertise to Network Integration, Portfolios, Alliances to support the continuous improvement of commissioning processes and to resolve conflicting electrical issues.
  • Ensure and Support lodgement of Certificates of Electrical Safety for compliance with regulatory requirements.
  • Design work tasks and resources to maximise time on tools and the output of the teams.
  • Ensure adequate resources and equipment is available for all commissioning works including contingencies, emergency conditions to restore services with minimal risk to safety and operating services.
  • Ensure commissioning plans meet specified standards, are endorsed, and communicated to teams attending sites within the specified timeframes.
  • Ensure all specified and correct certification and testing of HV equipment prior to energisation and acceptance by the Maintenance Team.
  • Manage and coordinate additional contract resources to deliver commissioning works, including cost analysis in line with budget, performance, safety and quality in accordance with Metro’s contractor management procedures.
  • Lead and drive performance and accountability through daily visualisation meetings

Education, skills and experience:

  • Associate Diploma of Engineering or equivalent qualification – desirable
  • Certificate IV in Front-Line Management – desirable
  • Extensive experience leading a large rail delivery business in a rail project or operating environment – mandatory
  • Extensive experience with Train High Voltage systems and commissioning processes, project management and resource management forecasting and reporting tools
  • Experience leading teams in a unionised environment – mandatory
  • Proven experience of managing budgets, including direct commercial, budget and planning accountability – mandatory
  • Sound knowledge of the safety requirements of working in the rail and/or maintenance industry, Occupational Health and Safety Act, Codes of Practice, regulations, safe working
  • Ability to undertake work shift duties on a 24 hour 7 day a week roster and work reasonable overtime as required and respond to after hour emergencies
  • Ability to deliver large cultural change within an organisation through new work practices, staff accountability, responsibility and technology
  • Ability to identify political and industrial constraints and issues affecting the business
  • Ability to lead a significant step change in HSE improvement beyond just compliance
  • First Aid Certificate Level 2 – mandatory
