JOB DESCRIPTION

Spanning more than 1,700km, the Australian Government is delivering Inland Rail through the Australian Rail Track Corporation (ARTC), in partnership with the private sector.

The Narrabri to North Star (N2NS) section is one of 13 projects that complete Inland Rail and is an upgrade of approximately 188 km of track within the existing rail corridor and construction of approximately 1.6 km of new rail track. The works are required to accommodate the operation of future planned 1,800 m double-stacked freight trains.

The contract for the delivery of Narrabri to North Star (N2NS) was awarded to Trans4m Rail in November 2020. Trans4m Rail combines the experience of John Holland and SEE Civil Pty Ltd.

About the Role

Trans4M Rail is recruiting for an experienced Contracts Administrator who is able to work a FI/FO 2 & 1 roster based out of Brisbane. This is a key role within the Commercial team supporting the delivery of this iconic Inland Rail Project.

Key responsibilities will include:

  • Draft scopes of works and tender packages to accompany requests for quotations issued to subcontractors for projects
  • Conduct initial investigations with subcontractors to clarify the organisation’s conditions relating to contracts for prospective projects
  • Manage and drive the review process to ensure the award of all subcontractors within the required time frame and budget, and ensuring all compliance aspects are met
  • Maintain a register of subcontractors
  • Operate and maintain commercial and contract systems including Project Costs Reporting (PCR), Asset Registers, Commercial Pack database and Contract Sum.
  • Minimise all subcontractor variation claims and elimination of claims where possible, ensuring assessment in accordance with the relevant subcontract agreement
  • Ensure cost forecasting for allocated subcontracts and cost codes are accurately maintained and keep project management teams abreast of any cost’s issues immediately upon identification
  • Interpret specifications and drawings so as to understand scope of works for the project at Head Contract and Subcontract scope level
  • Manage subcontractors to ensure that Building Code Compliance is maintained at all times
  • Assess commercial and contractual risks involved in delivery and implementation of projects and identify and implement controls
  • Check compliance and prepare reporting on commercial performance of the contract
  • Process and recommend progress claims for work completed and refer disputed claims by subcontractors to the relevant manager for decision
  • Undertake general business administration, including vendor set up and management, processing and monitoring of correspondence, attendance at and participation in subcontractor meetings
  • Perform all duties in accordance with project policies, processes, systems and procedures
About you

Skills and experienced required
  • Relevant commercial administration experience in Accounting, Finance, Engineering, or associated disciplines
  • Degree in Construction Management, Engineering, Economics, Quantity Surveying, Law, Commerce or equivalent
  • Intermediate to advanced proficiency in relevant software packages such as Microsoft Suite (including Excel) and exposure to a contract management system (CRM)
  • 2-5 years’ experience working as a Contracts Administrator or Quantity Surveyor in the construction and engineering industry
  • Experience with a variety of project values and complexity
  • Understanding of document control experience in accordance with records management procedures
  • Interpret and apply relevant legislation/code on the project to prevent potential business exposure
  • Experience in negotiating with sub-contractors
