JOB DESCRIPTION

The purpose of the position is to work closely with the Director - Environment and Approvals and Executive Director – Planning and Economic Development to provide technical and team support. The primary functions of this role will be to coordinate team resources to ensure service delivery requirements in the environmental and approvals space are met, and to provide oversight and guidance on technical environmental service provision matters. The position will play a critical role in the coordination of team resources to deliver an integrated provision of environmental and approvals services to the Rail and Integration Systems (RIS), Tunnel, Stations and Development (TSD), European Train Communication Systems (ETCS) Projects and any other work packages associated with the Cross River Rail project The position reports to the Director – Environment and Approvals.

Key Responsibilities

  • Coordinate team resources in the Environment and Approvals function to ensure environmental requirements and risks to the Delivery Authority are managed across the different work packages associated with the Cross River Rail Project.
  • Ensure that environmental approvals required to deliver the project are identified and obtained.
  • Provide technical and team support to the Director- Environment and Approvals in the environment, approvals, Cultural Heritage and sustainability.
  • Identify residual environmental approval requirements needed to satisfy the Project design and delivery and review the Contractor's design(s)/construction management plans to identify any additional environmental requirements and approvals that may be required.
  • Involvement in the implementation and compliance with all environmental and cultural heritage approval, licenses, permits, authorities and manage and respond to any cultural heritage issues.
  • Assist in the revision of the Outline Environmental Management Plan (OEMP) as required;
  • Provide advice on environmental matters and sustainability initiatives to ensure the nominated sustainability rating of ‘Excellent' is achieved.
  • Prepare for and participate in Project wide audits where required.
  • Undertake investigations to improve Project wide environmental performance and provide direction on environmental issues and problems proactively as they arise.
  • Communicate change in environmental legislation.
  • Conduct regular environmental inspections in consultation with the Contractors of the Project including all subcontractor activities.
  • Review environmental procedures, work instructions, forms and risk assessments to ensure they are current and relevant and identify where environmental measures can be improved.
  • Assist in the preparation and submission of monthly and annual reports in close consultation with the Reporting and Compliance Coordinator
  • Assist in building and maintaining relevant stakeholder relationships internally across CRRDA, with the Project's delivery partners, Queensland Government agencies and externally within the industry in the area of environment and approvals management.
Key competencies
The successful candidate will be able to demonstrate the following key competencies:
  • Demonstrated understanding of environmental risks and management measures required for complex infrastructure projects.
  • Minimum of 10 years' experience as a Senior Environmental Coordinator/ Environmental Manager for large infrastructure projects.
  • Demonstrated understanding of Tier 1 Contractors and implementation of contractual requirements.
  • Demonstrated experience in coordinating team resources and working within a multidiscipline team.
  • Demonstrated detailed technical understanding of key environmental elements including noise and vibration, water quality, air quality, erosion and sediment control and contaminated land.
  • A recognised degree in either engineering, environmental science, soil science, or equivalent.
