Job Summary/Introduction

Department of Transport are looking for a very experienced Principal Project Manager for a fixed term contract until mid-2022. Must have extensive commercial management and project management experience in government, ideally in transport.


The Department of Transport (Vic) is looking for a Principal Project Manager with extensive experience managing large, high value, complex contracts/projects including commercial negotiations to join their team. Must have excellent stakeholder relationship skills both internally and externally, with the ability to influence at all levels including Executive. Must also have an understanding of the roles between DoT, the franchisee and government agencies in delivering a complex program of works

About the role

  • Effective leadership in program delivery, control and governance, according to DoT’s Investment Lifecycle (ILC), Project Management Framework (PMF) and the MR4 Franchise Agreement.
  • Timely development of commercial arrangements with delivery partners and project stakeholders, that maximize value for money for the State.
  • Technical and commercially astute decision-making within a complex risk structure with competing considerations.
  • Successful delivery of projects to agreed scope, time, quality and budget outcomes to achieve DoT safety, operational and commercial objectives whilst ensuring that public transport services operate to agreed service levels.
  • Accurate assessment of commercial claims against milestone deliverables demonstrating compliance with contractual objectives.
  • Evaluation of project variations that maximize value for money for the State, manage interdependencies and are best-fit for customer needs.
  • Effective communication and engagement with internal and external stakeholders and governance of project forums, providing support for project outcomes.
  • Effective liaison with project proponents leading to resolution of complex issues and rescheduling of activities to adapt and respond to new circumstances.
  • Highly effective relationship management with internal and external stakeholders who respect the Principal Project Manager’s capability to deliver accurate, high quality advice and innovative solutions to complex issues.
  • Collaborative leadership and working practices that engender a commitment to high-quality delivery of projects by the Franchisee.

About you

  • Must have demonstrated experience and success in managing all aspects of contractual and commercial, high-value, multi-stakeholder, transport projects.
  • Extensive experience demonstrating the ability to manage, oversee and govern high value projects to an agreed whole of investment life cycle process and within a best practice Project Management Framework.
  • Demonstrated understanding of the role of DoT, Franchisees, Service Operators and other government agencies in the delivery of complex programs of work.
  • Demonstrated experience managing contracts and handling commercial negotiations with project stakeholders.
  • Exceptional stakeholder relationship skills including the ability to influence decisions at Executive level both internally and externally and manage expectations.
  • Excellent verbal and written communication skills ensuring timely and accurate reporting on projects throughout all levels of the organisation.
  • Demonstrated ability to operate effectively in a complex and demanding environment with a high degree of sensitivity and responsibility overseeing numerous projects.

The following will also be desirable

  • A relevant tertiary qualification in engineering, asset management, business or commerce.
  • A relevant post graduate qualification.
  • Relevant experience in heavy asset, fleet or rail projects.
  • Accredited practitioner in relevant project management methodologies (e.g. PRINCE2, PMBoK, Agile, Waterfall, SDLC)
